The goal of the Fishkind Fiscal Impact Model is to make fiscal impact analysis available to all local governments and to be a routine part of land use planning.
The development of the original Fiscal Impact Analysis Model (FIAM) was sponsored by the Florida Department of Community Affairs (DCA) under contract with Fishkind & Associates, Inc. FIAM was developed to determine the fiscal impacts of a local government's Comprehensive Plan. Over many versions, FIAM developed into a very technologically complex model that was difficult for local governments to use properly.
We have taken the best parts of the FIAM model and created two user-friendly versions:
- The Fishkind Fiscal Impact Model is a technologically advanced fiscal model that is available for purchase by local governments and property developers. This model estimates the costs and revenues associated with specific development projects and land use decisions, such as annexations and changes to the Future Land Use Map. - The second version of the Fiscal Impact Model is designed for county governments and is a simplified internet-based model. We have created a model that is tuned for each County in the State of Florida. These models have local defaults provided and only require the user to input a project description to generate the results.
